Allen Kraus

Allen Kraus has 30 years experience helping public and private organizations improve and thrive. Allen now directs a consulting firm, IMPLEXpartners, which implements strategic changes in health care, human services, financial services, transportation, housing and community development, education and the arts and other sectors. He has facilitated significant changes in diverse settings: public and private, religious and secular, union and non-union.

Allen brings a leader’s perspective to this work, having held executive positions in operations and strategy, and he applies a collection of creative problem-solving skills in organizational development, economics, finance, statistics, survey research, process redesign, project management and other disciplines.

Previously, he served as chief operating officer for a healthcare system, chief executive for New York City's public assistance programs and founder of a consulting firm working with human services providers. He was a principal with a national healthcare consulting firm, and he held analytical positions in New York City government and with the Congressional Budget Office.

Allen aligns and strengthens leadership teams and entire organizations around new strategies and means to implement these strategies, using group facilitation, action learning, individual coaching, project management and tactical consulting techniques.

Recently, he helped complete the merger of two major children's services agencies and he is continuing to work with these groups to strengthen the leadership team, redefine front-line work and reform hiring practices. Through other projects, he implemented a model new service line for a health care provider, upgraded the IT development process for a housing provider, restructured field operations for a child care program, and completed a shared services strategy for New York City's health and human services agencies.

Through all this work, Allen helps clients set inspiring yet reasonable business goals, tap the values, strengths and energies of their employees to contribute to and reach these goals, and develop structures, systems and skills necessary to embed successful implementation practices. He provides the organizational, analytical, tactical and behavioral glue necessary to pull all this together.

Outside consulting, Allen volunteers with groups in the arts, education and public policy. He has taught public management at New York University’s Wagner School of Public Service.
